Stop Wining!

A week or so ago, a friend bought a bottle of Cakebread Chardonnay at dinner. I am like the wine freak in "Sideways." He hated Merlot-drinkers; Pinot Noir was his red wine of choice. I dislike Chardonnay; Pinot Grigio is my white wine of choice. However, the Cakebread Cellars in the Napa Valley produce a great Chardonnay. If this is (fair & balanced) oenology, so be it.

Great Summer Wines: Get 'em while it's hot!

Summer is undoubtedly the most challenging season for wine drinkers. As April and May give way to June and July, the range of agreeable wines grows increasingly limited. I'm rarely inclined, for example, to reach for a warm, robust Châteauneuf-du-Pape when the asphalt is melting, and while I wouldn't turn down a glass of Haut-Brion in August, I'd much rather have it in November.

It is not just that our taste for wine is influenced by the weather. The way wines taste is influenced by the weather. Heat is the enemy of most high-end wines: It can kill them in the bottle (a wine exposed to excessive heat will often taste of baked or stewed fruits), and it can also ruin them at the table. I was in Burgundy during the record heat wave two years ago. My common sense evidently compromised by the soaring temperatures, I decided one Saturday afternoon that the al fresco dinner my wife and I had planned for that evening required a special wine, so I coughed up $100 for a bottle of the 1998 Comte de Vogue Chambolle Musigny Premier Cru. I'd had the wine before (on someone else's dime), and it was terrific. But on that night, in that sauna, it refused to sing. Sitting on the table, it turned warm and shapeless; exiled to the fridge to cool off for a few minutes, it turned hard and surly. The wine was meant to please us; we couldn't seem to please it.

There are, however, a number of light, refreshing wines appropriate for summer, and many of them are dirt cheap. Rosés, for instance, are getting some much-deserved play these days. (Because of their pink color, they were long associated in the minds of many American wine drinkers with treacly white zinfandel.) While the best rosé on the market, Domaine Tempier, is sadly overpriced—a bottle can cost north of $25—a number of excellent ones from France and Spain can be had for between $10 and $15. In particular, look for the rosés imported by Kermit Lynch (he imports Tempier but also offers a number of less-expensive rosés that are nearly as good), Neal Rosenthal, Robert Kacher, and Eric Solomon/European Cellars. The importer's name can usually be found on the back of the bottle.

For summer whites, France's Loire Valley is the place I generally turn: Sancerres, Pouilly Fumés, and Muscadets are just the kind of crisp, thirst-quenching wines that parched mouths crave. As reds go, I'm partial to Beaujolais, which I drink lightly chilled, as is the habit in France. Less-expensive Rhones—Cotes-du-Rhones, St. Josephs, and Crozes-Hermitages—also do well with a little time on ice or in the fridge. Of course, there are days during any summer when the heat is so bad that wine is hardly worth the bother, and for such occasions, there is a simple answer: beer.

Here are eight good wines for beaches and barbecues:

Domaine Tempier Rosé 2004, $28 (France)
Egregiously overpriced, but thoroughly delicious to drink, especially if someone else is buying. Like biting into a peach, right down to the pit—there's no mistaking the predominant flavor here. Rich and spicy, with considerable heft. Yet more evidence that 2004 was a great vintage for rosés.

Commanderie de Peyrassol Rosé 2004, $15 (France)
Many 2004 rosés are unusually deep in color; this one is an exceedingly pale salmon-pink. Very peachy nose, and fairly smoky, too. Tart stone fruit flavors in the mouth, with good structure and a nice, spicy bite. Find a pool, find some lobster salad, drink this wine.

Bodegas Muga Rioja Rosado 2004, $10 (Spain)
Spain also did well with rosés in 2004, and the Muga rosé is particularly sublime. It has peach and candied-apple aromas, along with a distinctly yeasty note. Very mellow, but with good acidity and an underlying verve about it. A screaming steal for the price.

Dupeuble Beaujolais 2003, $10 (France)
Dupeuble is always cheap and always good. This one is light-bodied, with tart cherry flavors and tangy acidity. An hour in the fridge will make it even more refreshing. The ideal picnic wine.

Domaine de la Pepiere Muscadet 2003, $9 (France)
A nice blast of lemon, chalk, green apples, and crushed rocks greets the nose. Not as crisp as Muscadets typically are, but 2003 was an atypically hot vintage, which can make for fuller wines. Still, the citrus flavors and acidity are pleasantly bracing.

Charles Joguet Chinon Cuvée Terroir 2002, $17 (France)
Joguet remains the undisputed king of Chinon, the best appellation for red wines in the Loire Valley. The Cuvée Terroir is Joguet's most basic bottling, and the 2002 is terrific. Medium-bodied and classically Chinon, with cranberry and tobacco notes and a slightly dusty texture. Great with grilled meats; transcendent with chevre from the Loire.

Leeuwin Art Series Riesling 2003, $17 (Australia)
Crisp lemon and lime flavors in the mouth, with a slight tropical note. Bone dry and pleasantly austere, with brisk acidity and excellent concentration. A true summertime Riesling; save the German and Alsatian Rieslings for when the leaves start to fall.

Rosenblum Zinfandel Vintners Cuvée XXVII, $9 (United States)
As cheap cookout wines go, this remains one of the best. Ripe, spicy, and slightly unruly raspberry flavors—in other words, classic Zinfandel—with decent structure and a meaty texture. True barbecue fluid here.

Original Zinn

As an undergraduate, I took a number of history courses that revolved around the concept of national character. Looking back, it is obvious to me that the fixation on an "American National Character" was caused by the Cold War and the ideological struggle with the Soviet Union. It was important to believe that we were good. So good, that we were God's chosen people. Today, we confront an enemy that believes that we are Satan's chosen people. The truth is that we are neither angels nor demons. We have sweated under the same sun and stared in wonder at the same moon as those who call us The Great Satan. Howard Zinn makes a case for our unexceptionalism. If this is (fair & balanced) ontology, so be it.

The Power and the Glory: Myths of American exceptionalism

The notion of American exceptionalism—that the United States alone has the right, whether by divine sanction or moral obligation, to bring civilization, or democracy, or liberty to the rest of the world, by violence if necessary—is not new. It started as early as 1630 in the Massachusetts Bay Colony when Governor John Winthrop uttered the words that centuries later would be quoted by Ronald Reagan. Winthrop called the Massachusetts Bay Colony a “city upon a hill.” Reagan embellished a little, calling it a “shining city on a hill.”

The idea of a city on a hill is heartwarming. It suggests what George Bush has spoken of: that the United States is a beacon of liberty and democracy. People can look to us and learn from and emulate us.

In reality, we have never been just a city on a hill. A few years after Governor Winthrop uttered his famous words, the people in the city on a hill moved out to massacre the Pequot Indians. Here’s a description by William Bradford, an early settler, of Captain John Mason’s attack on a Pequot village.

Those that escaped the fire were slain with the sword, some hewed to pieces, others run through with their rapiers, so as they were quickly dispatched and very few escaped. It was conceived that they thus destroyed about 400 at this time. It was a fearful sight to see them thus frying in the fire and the streams of blood quenching the same, and horrible was the stink and scent thereof; but the victory seemed a sweet sacrifice, and they gave the praise thereof to God, who had wrought so wonderfully for them, thus to enclose their enemies in their hands and give them so speedy a victory over so proud and insulting an enemy.
The kind of massacre described by Bradford occurs again and again as Americans march west to the Pacific and south to the Gulf of Mexico. (In fact our celebrated war of liberation, the American Revolution, was disastrous for the Indians. Colonists had been restrained from encroaching on the Indian territory by the British and the boundary set up in their Proclamation of 1763. American independence wiped out that boundary.)

Expanding into another territory, occupying that territory, and dealing harshly with people who resist occupation has been a persistent fact of American history from the first settlements to the present day. And this was often accompanied from very early on with a particular form of American exceptionalism: the idea that American expansion is divinely ordained. On the eve of the war with Mexico in the middle of the 19th century, just after the United States annexed Texas, the editor and writer John O’Sullivan coined the famous phrase “manifest destiny.” He said it was “the fulfillment of our manifest destiny to overspread the continent allotted by Providence for the free development of our yearly multiplying millions.” At the beginning of the 20th century, when the United States invaded the Philippines, President McKinley said that the decision to take the Philippines came to him one night when he got down on his knees and prayed, and God told him to take the Philippines.

Invoking God has been a habit for American presidents throughout the nation’s history, but George W. Bush has made a specialty of it. For an article in the Israeli newspaper Ha’aretz, the reporter talked with Palestinian leaders who had met with Bush. One of them reported that Bush told him, “God told me to strike at al Qaeda. And I struck them. And then he instructed me to strike at Saddam, which I did. And now I am determined to solve the problem in the Middle East.” It’s hard to know if the quote is authentic, especially because it is so literate. But it certainly is consistent with Bush’s oft-expressed claims. A more credible story comes from a Bush supporter, Richard Lamb, the president of the Ethics and Religious Liberty Commission of the Southern Baptist Convention, who says that during the election campaign Bush told him, “I believe God wants me to be president. But if that doesn’t happen, that’s okay.”

Divine ordination is a very dangerous idea, especially when combined with military power (the United States has 10,000 nuclear weapons, with military bases in a hundred different countries and warships on every sea). With God’s approval, you need no human standard of morality. Anyone today who claims the support of God might be embarrassed to recall that the Nazi storm troopers had inscribed on their belts, “Gott mit uns” (“God with us”).

Not every American leader claimed divine sanction, but the idea persisted that the United States was uniquely justified in using its power to expand throughout the world. In 1945, at the end of World War II, Henry Luce, the owner of a vast chain of media enterprises—Time, Life, Fortune—declared that this would be “the American Century,” that victory in the war gave the United States the right “to exert upon the world the full impact of our influence, for such purposes as we see fit and by such means as we see fit.”

This confident prophecy was acted out all through the rest of the 20th century. Almost immediately after World War II the United States penetrated the oil regions of the Middle East by special arrangement with Saudi Arabia. It established military bases in Japan, Korea, the Philippines, and a number of Pacific islands. In the next decades it orchestrated right-wing coups in Iran, Guatemala, and Chile, and gave military aid to various dictatorships in the Caribbean. In an attempt to establish a foothold in Southeast Asia it invaded Vietnam and bombed Laos and Cambodia.

The existence of the Soviet Union, even with its acquisition of nuclear weapons, did not block this expansion. In fact, the exaggerated threat of “world communism” gave the United States a powerful justification for expanding all over the globe, and soon it had military bases in a hundred countries. Presumably, only the United States stood in the way of the Soviet conquest of the world.

Can we believe that it was the existence of the Soviet Union that brought about the aggressive militarism of the United States? If so, how do we explain all the violent expansion before 1917? A hundred years before the Bolshevik Revolution, American armies were annihilating Indian tribes, clearing the great expanse of the West in an early example of what we now call “ethnic cleansing.” And with the continent conquered, the nation began to look overseas.

On the eve of the 20th century, as American armies moved into Cuba and the Philippines, American exceptionalism did not always mean that the United States wanted to go it alone. The nation was willing—indeed, eager—to join the small group of Western imperial powers that it would one day supersede. Senator Henry Cabot Lodge wrote at the time, “The great nations are rapidly absorbing for their future expansion, and their present defense all the waste places of the earth. . . . As one of the great nations of the world the United States must not fall out of the line of march.” Surely, the nationalistic spirit in other countries has often led them to see their expansion as uniquely moral, but this country has carried the claim farthest.

American exceptionalism was never more clearly expressed than by Secretary of War Elihu Root, who in 1899 declared, “The American soldier is different from all other soldiers of all other countries since the world began. He is the advance guard of liberty and justice, of law and order, and of peace and happiness.” At the time he was saying this, American soldiers in the Philippines were starting a bloodbath which would take the lives of 600,000 Filipinos.

The idea that America is different because its military actions are for the benefit of others becomes particularly persuasive when it is put forth by leaders presumed to be liberals, orprogressives. For instance, Woodrow Wilson, always high on the list of “liberal” presidents, labeled both by scholars and the popular culture as an “idealist,” was ruthless in his use of military power against weaker nations. He sent the navy to bombard and occupy the Mexican port of Vera Cruz in 1914 because the Mexicans had arrested some American sailors. He sent the marines into Haiti in 1915, and when the Haitians resisted, thousands were killed.

The following year American marines occupied the Dominican Republic. The occupations of Haiti and the Dominican Republic lasted many years. And Wilson, who had been elected in 1916 saying, “There is such a thing as a nation being too proud to fight,” soon sent young Americans into the slaughterhouse of the European war.

Theodore Roosevelt was considered a “progressive” and indeed ran for president on the Progressive Party ticket in 1912. But he was a lover of war and a supporter of the conquest of the Philippines—he had congratulated the general who wiped out a Filipino village of 600 people in 1906. He had promulgated the 1904 “Roosevelt Corollary” to the Monroe Doctrine, which justified the occupation of small countries in the Caribbean as bringing them “stability.”

During the Cold War, many American “liberals” became caught up in a kind of hysteria about the Soviet expansion, which was certainly real in Eastern Europe but was greatly exaggerated as a threat to western Europe and the United States. During the period of McCarthyism the Senate’s quintessential liberal, Hubert Humphrey, proposed detention camps for suspected subversives who in times of “national emergency” could be held without trial.

After the disintegration of the Soviet Union and the end of the Cold War, terrorism replaced communism as the justification for expansion. Terrorism was real, but its threat was magnified to the point of hysteria, permitting excessive military action abroad and the curtailment of civil liberties at home.

The idea of American exceptionalism persisted as the first President Bush declared, extending Henry Luce’s prediction, that the nation was about to embark on a “new American Century.” Though the Soviet Union was gone, the policy of military intervention abroad did not end. The elder Bush invaded Panama and then went to war against Iraq.

The terrible attacks of September 11 gave a new impetus to the idea that the United States was uniquely responsible for the security of the world, defending us all against terrorism as it once did against communism. President George W. Bush carried the idea of American exceptionalism to its limits by putting forth in his national-security strategy the principles of unilateral war.

This was a repudiation of the United Nations charter, which is based on the idea that security is a collective matter, and that war could only be justified in self-defense. We might note that the Bush doctrine also violates the principles laid out at Nuremberg, when Nazi leaders were convicted and hanged for aggressive war, preventive war, far from self-defense.

Bush’s national-security strategy and its bold statement that the United States is uniquely responsible for peace and democracy in the world has been shocking to many Americans.

But it is not really a dramatic departure from the historical practice of the United States, which for a long time has acted as an aggressor, bombing and invading other countries (Vietnam, Cambodia, Laos, Grenada, Panama, Iraq) and insisting on maintaining nuclear and non-nuclear supremacy. Unilateral military action, under the guise of prevention, is a familiar part of American foreign policy.

Sometimes bombings and invasions have been cloaked as international action by bringing in the United Nations, as in Korea, or NATO, as in Serbia, but basically our wars have been American enterprises. It was Bill Clinton’s secretary of state, Madeleine Albright, who said at one point, “If possible we will act in the world multilaterally, but if necessary, we will act unilaterally.” Henry Kissinger, hearing this, responded with his customary solemnity that this principle “should not be universalized.” Exceptionalism was never clearer.

Some liberals in this country, opposed to Bush, nevertheless are closer to his principles on foreign affairs than they want to acknowledge. It is clear that 9/11 had a powerful psychological effect on everybody in America, and for certain liberal intellectuals a kind of hysterical reaction has distorted their ability to think clearly about our nation’s role in the world.

In a recent issue of the liberal magazine The American Prospect, the editors write, “Today Islamist terrorists with global reach pose the greatest immediate threat to our lives and liberties. . . . When facing a substantial, immediate, and provable threat, the United States has both the right and the obligation to strike preemptively and, if need be, unilaterally against terrorists or states that support them.”

Preemptively and, if need be, unilaterally; and against “states that support” terrorists, not just terrorists themselves. Those are large steps in the direction of the Bush doctrine, though the editors do qualify their support for preemption by adding that the threat must be “substantial, immediate, and provable.” But when intellectuals endorse abstract principles, even with qualifications, they need to keep in mind that the principles will be applied by the people who run the U.S. government. This is all the more important to keep in mind when the abstract principle is about the use of violence by the state—in fact, about preemptively initiating the use of violence.

There may be an acceptable case for initiating military action in the face of an immediate threat, but only if the action is limited and focused directly on the threatening party—just as we might accept the squelching of someone falsely shouting “fire” in a crowded theater if that really were the situation and not some guy distributing anti-war leaflets on the street. But accepting action not just against “terrorists” (can we identify them as we do the person shouting “fire”?) but against “states that support them” invites unfocused and indiscriminate violence, as in Afghanistan, where our government killed at least 3,000 civilians in a claimed pursuit of terrorists.

It seems that the idea of American exceptionalism is pervasive across the political spectrum.

The idea is not challenged because the history of American expansion in the world is not a history that is taught very much in our educational system. A couple of years ago Bush addressed the Philippine National Assembly and said, “America is proud of its part in the great story of the Filipino people. Together our soldiers liberated the Philippines from colonial rule.” The president apparently never learned the story of the bloody conquest of the Philippines.

And last year, when the Mexican ambassador to the UN said something undiplomatic about how the United States has been treating Mexico as its “backyard” he was immediately reprimanded by then–Secretary of State Colin Powell. Powell, denying the accusation, said, “We have too much of a history that we have gone through together.” (Had he not learned about the Mexican War or the military forays into Mexico?) The ambassador was soon removed from his post.

The major newspapers, television news shows, and radio talk shows appear not to know history, or prefer to forget it. There was an outpouring of praise for Bush’s second inaugural speech in the press, including the so-called liberal press (The Washington Post, The New York Times). The editorial writers eagerly embraced Bush’s words about spreading liberty in the world, as if they were ignorant of the history of such claims, as if the past two years’ worth of news from Iraq were meaningless.

Only a couple of days before Bush uttered those words about spreading liberty in the world, The New York Times published a photo of a crouching, bleeding Iraqi girl. She was screaming. Her parents, taking her somewhere in their car, had just been shot to death by nervous American soldiers.

One of the consequences of American exceptionalism is that the U.S. government considers itself exempt from legal and moral standards accepted by other nations in the world. There is a long list of such self-exemptions: the refusal to sign the Kyoto Treaty regulating the pollution of the environment, the refusal to strengthen the convention on biological weapons. The United States has failed to join the hundred-plus nations that have agreed to ban land mines, in spite of the appalling statistics about amputations performed on children mutilated by those mines. It refuses to ban the use of napalm and cluster bombs. It insists that it must not be subject, as are other countries, to the jurisdiction of the International Criminal Court.

What is the answer to the insistence on American exceptionalism? Those of us in the United States and in the world who do not accept it must declare forcibly that the ethical norms concerning peace and human rights should be observed. It should be understood that the children of Iraq, of China, and of Africa, children everywhere in the world, have the same right to life as American children.

These are fundamental moral principles. If our government doesn’t uphold them, the citizenry must. At certain times in recent history, imperial powers—the British in India and East Africa, the Belgians in the Congo, the French in Algeria, the Dutch and French in Southeast Asia, the Portuguese in Angola—have reluctantly surrendered their possessions and swallowed their pride when they were forced to by massive resistance.

Fortunately, there are people all over the world who believe that human beings everywhere deserve the same rights to life and liberty. On February 15, 2003, on the eve of the invasion of Iraq, more than ten million people in more than 60 countries around the world demonstrated against that war.

There is a growing refusal to accept U.S. domination and the idea of American exceptionalism. Recently, when the State Department issued its annual report listing countries guilty of torture and other human-rights abuses, there were indignant responses from around the world commenting on the absence of the United States from that list. A Turkish newspaper said, “There’s not even mention of the incidents in Abu Ghraib prison, no mention of Guantánamo.” A newspaper in Sydney pointed out that the United States sends suspects—people who have not been tried or found guilty of anything—to prisons in Morocco, Egypt, Libya, and Uzbekistan, countries that the State Department itself says use torture.

Here in the United States, despite the media’s failure to report it, there is a growing resistance to the war in Iraq. Public-opinion polls show that at least half the citizenry no longer believe in the war. Perhaps most significant is that among the armed forces, and families of those in the armed forces, there is more and more opposition to it.

After the horrors of the first World War, Albert Einstein said, “Wars will stop when men refuse to fight.” We are now seeing the refusal of soldiers to fight, the refusal of families to let their loved ones go to war, the insistence of the parents of high-school kids that recruiters stay away from their schools. These incidents, occurring more and more frequently, may finally, as happened in the case of Vietnam, make it impossible for the government to continue the war, and it will come to an end.

The true heroes of our history are those Americans who refused to accept that we have a special claim to morality and the right to exert our force on the rest of the world. I think of William Lloyd Garrison, the abolitionist. On the masthead of his antislavery newspaper, The Liberator, were the words, “My country is the world. My countrymen are mankind.”

We Need A New Homeland Security Czar; His Name Is Bruce Hoffman!

First Tom Ridge, now Michael Chertoff. Chertoff, the latest hack to head Homeland "Security," claims that it is more important to focus on airline security as opposed to ground transportation (subways and buses) because the maximum casualties in a terrorist bombing of a bus or a subway train is 30 or so passengers. In ChertoffLand, a terrorist attack with an airliner means 3,000 deaths. The passengers on buses and subways in this country should sleep well tonight. The terrorists are having wonderful dreams of U.S. bus and subway bombings. In the meantime, modern terrorism expert Bruce Hoffman offers a better alternative to Michael Chertoff's nuttiness. Hoffman's essay is long, but well wortht it. If this is a (fair & balanced) alternative to cluelessness, so be it.

The Logic of Suicide Terrorism

First you feel nervous about riding the bus. Then you wonder about going to a mall. Then you think twice about sitting for long at your favorite café. Then nowhere seems safe. Terrorist groups have a strategy—to shrink to nothing the areas in which people move freely—and suicide bombers, inexpensive and reliably lethal, are their latest weapons. Israel has learned to recognize and disrupt the steps on the path to suicide attacks. We must learn too.


Nearly everywhere in the world it is taken for granted that one can simply push open the door to a restaurant, café, or bar, sit down, and order a meal or a drink. In Israel the process of entering such a place is more complicated. One often encounters an armed guard who, in addition to asking prospective patrons whether they themselves are armed, may quickly pat them down, feeling for the telltale bulge of a belt or a vest containing explosives. Establishments that cannot afford a guard or are unwilling to pass on the cost of one to customers simply keep their doors locked, responding to knocks with a quick glance through the glass and an instant judgment as to whether this or that person can safely be admitted. What would have been unimaginable a year ago is now not only routine but reassuring. It has become the price of a redefined normality.

In the United States in the twenty months since 9/11 we, too, have had to become accustomed to an array of new, often previously inconceivable security measures—in airports and other transportation hubs, hotels and office buildings, sports stadiums and concert halls. Although some are more noticeable and perhaps more inconvenient than others, the fact remains that they have redefined our own sense of normality. They are accepted because we feel more vulnerable than before. With every new threat to international security we become more willing to live with stringent precautions and reflexive, almost unconscious wariness. With every new threat, that is, our everyday life becomes more like Israel's.

The situation in Israel, where last year's intensified suicide-bombing campaign changed the national mood and people's personal politics, is not analogous to that in the United States today. But the organization and the operations of the suicide bombers are neither limited to Israel and its conflict with the Palestinians nor unique to its geostrategic position. The fundamental characteristics of suicide bombing, and its strong attraction for the terrorist organizations behind it, are universal: Suicide bombings are inexpensive and effective. They are less complicated and compromising than other kinds of terrorist operations. They guarantee media coverage. The suicide terrorist is the ultimate smart bomb. Perhaps most important, coldly efficient bombings tear at the fabric of trust that holds societies together. All these reasons doubtless account for the spread of suicide terrorism from the Middle East to Sri Lanka and Turkey, Argentina and Chechnya, Russia and Algeria—and to the United States.

To understand the power that suicide terrorism can have over a populace—and what a populace can do to counter it—one naturally goes to the society that has been most deeply affected. As a researcher who has studied the strategies of terrorism for more than twenty-five years, I recently visited Israel to review the steps the military, the police, and the intelligence and security services have taken against a threat more pervasive and personal than ever before.

I was looking at x-rays with Dr. Shmuel Shapira in his office at Jerusalem's Hadassah Hospital. "This is not a place to have a wristwatch," he said as he described the injuries of a young girl who'd been on her way to school one morning last November when a suicide terrorist detonated a bomb on her bus. Eleven of her fellow passengers were killed, and more than fifty others wounded. The blast was so powerful that the hands and case of the bomber's wristwatch had turned into lethal projectiles, lodging in the girl's neck and ripping a major artery. The presence of such foreign objects in the bodies of his patients no longer surprises Shapira. "We have cases with a nail in the neck, or nuts and bolts in the thigh ... a ball bearing in the skull," he said.

Such are the weapons of war in Israel today: nuts and bolts, screws and ball bearings, any metal shards or odd bits of broken machinery that can be packed together with homemade explosive and then strapped to the body of a terrorist dispatched to any place where people gather—bus, train, restaurant, café, supermarket, shopping mall, street corner, promenade. These attacks probably cost no more than $150 to mount, and they need no escape plan—often the most difficult aspect of a terrorist operation. And they are reliably deadly. According to data from the Rand Corporation's chronology of international terrorism incidents, suicide attacks on average kill four times as many people as other terrorist acts. Perhaps it is not surprising, then, that this means of terror has become increasingly popular. The tactic first emerged in Lebanon, in 1983; a decade later it came to Israel, and it has been a regular security problem ever since. Fully two thirds of all such incidents in Israel have occurred in the past two and a half years—that is, since the start of the second intifada, in September of 2000. Indeed, suicide bombers are responsible for almost half of the approximately 750 deaths in terrorist attacks since then.

Last December, I walked through Jerusalem with two police officers, one of them a senior operational commander, who were showing me the sites of suicide bombings in recent years. They described the first major suicide-terrorist attack in the city, which occurred in February of 1996, early on a Sunday morning—the beginning of the Israeli work week. The driver of the No. 18 Egged bus was hurrying across a busy intersection at Sarei Yisrael Street as a yellow light turned red. The bus was about halfway through when an explosion transformed it into an inferno of twisted metal, pulverized glass, and burning flesh. A traffic camera designed to catch drivers running stop lights captured the scene on film. Twenty-five people were killed, including two U.S. citizens, and eighty were wounded.

The early years of suicide terrorism were a simpler time, the officers explained. Suicide bombers were—at least in theory—easier to spot then. They tended to carry their bombs in nylon backpacks or duffel bags rather than in belts or vests concealed beneath their clothing, as they do now. They were also typically male, aged seventeen to twenty-three, and unmarried. Armed with these data, the authorities could simply deny work permits to Palestinians most likely to be suicide bombers, thus restricting their ability to cross the Green Line (Israel's pre-1967 border) into Israel proper from the West Bank or the Gaza Strip.

Today, though, suicide bombers are middle-aged and young, married and unmarried, and some of them have children. Some of them, too, are women, and word has it that even children are being trained for martyrdom. "There is no clear profile anymore—not for terrorists and especially not for suicide bombers," an exasperated senior officer in the Israel Defense Forces told me last year. Sometimes the bombers disguise themselves: male shaheed (Arabic for "martyrs") have worn green IDF fatigues; have dressed as haredim (ultra-Orthodox Jews), complete with yarmulkes and tzitzit, the fringes that devout Jews display as part of their everyday clothing; or have donned long-haired wigs in an effort to look like hip Israelis rather than threatening Arabs. A few women have tried to camouflage bombs by strapping them to their stomachs to fake pregnancy. And contrary to popular belief, the bombers are not drawn exclusively from the ranks of the poor but have included two sons of millionaires. (Most of the September 11 terrorists came from comfortable middle- to upper-middle-class families and were well educated.) The Israeli journalist Ronni Shaked, an expert on the Palestinian terrorist group Hamas, who writes for Yedioth Ahronoth, an Israeli daily, has debunked the myth that it is only people with no means of improving their lot in life who turn to suicide terrorism. "All leaders of Hamas," he told me, "are university graduates, some with master's degrees. This is a movement not of poor, miserable people but of highly educated people who are using [the image of] poverty to make the movement more powerful."

Buses remain among the bombers' preferred targets. Winter and summer are the better seasons for bombing buses in Jerusalem, because the closed windows (for heat or air-conditioning) intensify the force of the blast, maximizing the bombs' killing potential. As a hail of shrapnel pierces flesh and breaks bones, the shock wave tears lungs and crushes other internal organs. When the bus's fuel tank explodes, a fireball causes burns, and smoke inhalation causes respiratory damage. All this is a significant return on a relatively modest investment. Two or three kilograms of explosive on a bus can kill as many people as twenty to thirty kilograms left on a street or in a mall or a restaurant. But as security on buses has improved, and passengers have become more alert, the bombers have been forced to seek other targets.

The terrorists are lethally flexible and inventive. A person wearing a bomb is far more dangerous and far more difficult to defend against than a timed device left to explode in a marketplace. This human weapons system can effect last-minute changes based on the ease of approach, the paucity or density of people, and the security measures in evidence. On a Thursday afternoon in March of last year a reportedly smiling, self-satisfied bomber strolled down King George Street, in the heart of Jerusalem, looking for just the right target. He found it in a crowd of shoppers gathered in front of the trendy Aroma Café, near the corner of Agrippas Street. In a fusillade of nails and other bits of metal two victims were killed and fifty-six wounded. Similarly, in April of last year a female suicide bomber tried to enter the Mahane Yehuda open-air market—the fourth woman to make such an attempt in four months—but was deterred by a strong police presence. So she simply walked up to a bus stop packed with shoppers hurrying home before the Sabbath and detonated her explosives, killing six and wounding seventy-three.

Suicide bombing initially seemed the desperate act of lone individuals, but it is not undertaken alone. Invariably, a terrorist organization such as Hamas (the Islamic Resistance Movement), the Palestine Islamic Jihad (PIJ), or the al Aqsa Martyrs Brigade has recruited the bomber, conducted reconnaissance, prepared the explosive device, and identified a target—explaining that if it turns out to be guarded or protected, any crowded place nearby will do. "We hardly ever find that the suicide bomber came by himself," a police officer explained to me. "There is always a handler." In fact, in some cases a handler has used a cell phone or other device to trigger the blast from a distance. A policeman told me, "There was one event where a suicide bomber had been told all he had to do was to carry the bomb and plant explosives in a certain place. But the bomb was remote-control detonated."

The organizations behind the Palestinians' suicide terrorism have numerous components. Quartermasters obtain the explosives and the other materials (nuts, bolts, nails, and the like) that are combined to make a bomb. Now that bomb-making methods have been so widely disseminated throughout the West Bank and Gaza, a merely competent technician, rather than the skilled engineer once required, can build a bomb. Explosive material is packed into pockets sewn into a canvas or denim belt or vest and hooked up to a detonator—usually involving a simple hand-operated plunger.

Before the operation is to be launched, "minders" sequester the bomber in a safe house, isolating him or her from family and friends—from all contact with the outside world—during the final preparations for martyrdom. A film crew makes a martyrdom video, as much to help ensure that the bomber can't back out as for propaganda and recruitment purposes. Reconnaissance teams have already either scouted the target or received detailed information about it, which they pass on to the bomber's handlers. The job of the handlers, who are highly skilled at avoiding Israeli army checkpoints or police patrols, is to deliver the bomber as close to the target as possible.

I talked to a senior police-operations commander in his office at the Russian Compound, the nerve center of law enforcement for Jerusalem since the time when first the Turks and then the British ruled this part of the world. It was easy to imagine, amid the graceful arches and the traditional Jerusalem stone, an era when Jerusalem's law-enforcement officers wore tarbooshes and pressed blue tunics with Sam Browne belts rather than the bland polyester uniforms and blue baseball-style caps of today. Although policing this multi-faith, historically beleaguered city has doubtless always involved difficult challenges, none can compare with the current situation. "This year there were very many events," my host explained, using the bland generic noun that signifies terrorist attacks or attempted attacks. "In previous years we considered ten events as normal; now we are already at forty-three." He sighed. There were still three weeks to go before the end of the year. Nineteen of these events had been suicide bombings. In the calculus of terrorism, it doesn't get much better. "How easy it has become for a person to wake up in the morning and go off and commit suicide," he observed. Once there were only "bags on buses, not vests or belts" to contend with, the policeman said. "Everything is open now. The purpose is to prove that the police can do whatever they want but it won't help."

This, of course, is the age-old strategy of terrorists everywhere—to undermine public confidence in the ability of the authorities to protect and defend citizens, thereby creating a climate of fear and intimidation amenable to terrorist exploitation. In Jerusalem, and in Israel as a whole, this strategy has not succeeded. But it has fundamentally changed daily behavior patterns—the first step toward crushing morale and breaking the will to resist.

The terrorists appear to be deliberately homing in on the few remaining places where Israelis thought they could socialize in peace. An unprecedented string of attacks in the first four months of last year illustrated this careful strategy, beginning at bus stops and malls and moving into more private realms, such as corner supermarkets and local coffee bars. In March, for example, no one paid much attention to a young man dressed like an ultra-Orthodox Jew who was standing near some parked cars as guests left a bar mitzvah celebration at a social hall in the ultra-Orthodox Jerusalem neighborhood of Beit Yisrael. Then he blew himself up, killing nine people, eight of them children, and wounding fifty-nine. The tight-knit religious community had felt that it was protected by God, pointing to the miraculous lack of injury a year before when a booby-trapped car blew up in front of the same hall. Using a strategy al Qaeda has made familiar, the terrorists revisited the site.

Less than a month after the Beit Yisrael attack the suicide bombers and their leaders drove home the point that Israelis cannot feel safe anywhere by going to the one large Israeli city that had felt immune from the suspicion and antipathy prevalent elsewhere—Haifa, with its successful mixture of Jews, Christian and Muslim Arabs, and followers of the Bahai faith. The University of Haifa has long had the highest proportion of Arab students of any Israeli university. The nearby Matza restaurant, owned by Jews but run by an Israeli Arab family from Galilee, seemed to embody the unusually cordial relations that exist among the city's diverse communities. Matza was popular with Jews and Arabs alike, and the presence of its Arab staff and patrons provided a feeling of safety from attack. That feeling was shattered at two-thirty on a quiet Sunday afternoon, when a suicide bomber killed fifteen people and wounded nearly fifty.

As we had tea late one afternoon in the regal though almost preternaturally quiet surroundings of Jerusalem's King David Hotel, Benny Morris, a professor of history at Ben Gurion University, explained, "The Palestinians say they have found a strategic weapon, and suicide bombing is it. This hotel is empty. The streets are empty. They have effectively terrorized Israeli society. My wife won't use a bus anymore, only a taxi." It is undeniable that daily life in Jerusalem, and throughout Israel, has changed as a result of last year's wave of suicide bombings. Even the police have been affected. "I'm worried," one officer told me in an aside—whether in confidence or in embarrassment, I couldn't tell—as we walked past Zion Square, near where some bombs had exploded. "I tell you this as a police officer. I don't come to Jerusalem with my children anymore. I'd give back the settlements. I'd give over my bank account to live in peace."

By any measure 2002 was an astonishing year for Israel in terms of suicide bombings. An average of five attacks a month were made, nearly double the number during the first fifteen months of the second intifada—and that number was itself more than ten times the monthly average since 1993. Indeed, according to a database maintained by the National Security Studies Center, at Haifa University, there were nearly as many suicide attacks in Israel last year (fifty-nine) as there had been in the previous eight years combined (sixty-two). In Jerusalem alone there were nine suicide attacks during the first four months of 2002, killing thirty-three and injuring 464. "It was horrendous," a young professional woman living in the city told me. "No one went out for coffee. No one went out to restaurants. We went as a group of people to one another's houses only."

Again, terrorism is meant to produce psychological effects that reach far beyond the immediate victims of the attack. "The Scuds of Saddam [in 1991] never caused as much psychological damage as the suicide bombers have," says Ami Pedahzur, a professor of political science at Haifa University and an expert on political extremism and violence who manages the National Security Studies Center's terrorism database. As the French philosopher Gaston Bouthoul argued three decades ago in a theoretical treatise on the subject, the "anonymous, unidentifiable threat creates huge anxiety, and the terrorist tries to spread fear by contagion, to immobilise and subjugate those living under this threat." This is precisely what the Palestinian terrorist groups are trying to achieve. "The Israelis ... will fall to their knees," Sheikh Ahmad Yassin, the spiritual leader of Hamas, said in 2001. "You can sense the fear in Israel already; they are worried about where and when the next attacks will come. Ultimately, Hamas will win." The strategy of suicide terrorists is to make people paranoid and xenophobic, fearful of venturing beyond their homes even to a convenience store. Terrorists hope to compel the enemy society's acquiescence, if not outright surrender, to their demands. This is what al Qaeda hoped to achieve on 9/11 in one stunning blow—and what the Palestinians seek as well, on a more sustained, if piecemeal, basis.

After decades of struggle the Palestinians are convinced that they have finally discovered Israel's Achilles' heel. Ismail Haniya, another Hamas leader, was quoted in March of last year in The Washington Post as saying that Jews "love life more than any other people, and they prefer not to die." In contrast, suicide terrorists are often said to have gone to their deaths smiling. An Israeli policeman told me, "A suicide bomber goes on a bus and finds himself face-to-face with victims and he smiles and he activates the bomb—but we learned that only by asking people afterwards who survived." This is what is known in the Shia Islamic tradition as the bassamat al-farah, or "smile of joy"—prompted by one's impending martyrdom. It is just as prevalent among Sunni terrorists. (Indeed, the last will and testament of Mohammed Atta, the ringleader of the September 11 hijackers, and his "primer" for martyrs, The Sky Smiles, My Young Son, clearly evidence a belief in the joy of death.)

This perceived weakness of an ostensibly powerful society has given rise to what is known in the Middle East as the "spider-web theory," which originated within Hizbollah, the Lebanese Shia organization, following a struggle that ultimately compelled the Israel Defense Forces to withdraw from southern Lebanon in May of 2000. The term is said to have been coined by Hizbollah's secretary general, Sheikh Hassan Nasrallah, who described Israel as a still formidable military power whose civil society had become materialistic and lazy, its citizens self-satisfied, comfortable, and pampered to the point where they had gone soft. IDF Chief of Staff Moshe "Boogie" Ya'alon paraphrased Nasrallah for the Israeli public in an interview published in the newspaper Ha'aretz last August.

"The Israeli army is strong, Israel has technological superiority and is said to have strategic capabilities, but its citizens are unwilling any longer to sacrifice lives in order to defend their national interests and national goals. Therefore, Israel is a spider-web society: it looks strong from the outside, but touch it and it will fall apart."

Al Qaeda, of course, has made a similar assessment of America's vulnerability.

A society facing such a determined foe can respond. Israel, with its necessarily advanced military and intelligence capacities, was able in the first four months of last year to meet the most concerted effort to date by Palestinian terrorists to test the resolve of its government and the mettle of its citizens. Twelve Israelis were killed in terrorist attacks in January, twenty-six in February, 108 in March, and forty-one in April. The population of the United States is roughly forty-seven times that of Israel, meaning that the American equivalent of the March figure would have exceeded 5,000—another 9/11, but with more than 2,000 additional deaths. After April of 2002, however, a period of relative quiet settled over Israel. The number of suicide attacks, according to the National Security Studies Center, declined from sixteen in March to six in April, six in May, five in June, and six in July before falling still further to two in August and similarly small numbers for the remainder of the year. "We wouldn't want it to be perceived [by the Israeli population] that we have no military answers," a senior IDF planner told me. The military answer was Operation Defensive Shield, which began in March and involved both the IDF's huge deployment of personnel to the West Bank and its continuing presence in all the major Palestinian population centers that Israel regards as wellsprings of the suicide campaign. This presence has involved aggressive military operations to pre-empt suicide bombing, along with curfews and other restrictions on the movement of residents.

The success of the IDF's strategy is utterly dependent on regularly acquiring intelligence and rapidly disseminating it to operational units that can take appropriate action. Thus the IDF must continue to occupy the West Bank's major population centers, so that Israeli intelligence agents can stay in close—and relatively safe—proximity to their information sources, and troops can act immediately either to round up suspects or to rescue the agent should an operation go awry. "Military pressure facilitates arrests, because you're there," one knowledgeable observer explained to me. "Not only do you know the area, but you have [covert] spotters deployed, and the whole area is under curfew anyway, so it is difficult for terrorists to move about and hide without being noticed, and more difficult for them to get out. The IDF presence facilitates intelligence gathering, and the troops can also conduct massive sweeps, house to house and block to block, pick up people, and interrogate them."

The IDF units in West Bank cities and towns can amass detailed knowledge of a community, identifying terrorists and their sympathizers, tracking their movements and daily routines, and observing the people with whom they associate. Agents from Shabak, Israel's General Security Service (also known as the Shin Bet), work alongside these units, participating in operations and often assigning missions. "The moment someone from Shabak comes with us, everything changes," a young soldier in an elite reconnaissance unit told me over coffee and cake in his mother's apartment. "The Shabak guy talks in Arabic to [the suspect] without an accent, or appears as an Arab guy himself. Shabak already knows everything about them, and that is such a shock to them. So they are afraid, and they will tell Shabak everything." The success of Defensive Shield and the subsequent Operation Determined Way depends on this synchronization of intelligence and operations. A junior officer well acquainted with this environment says, "Whoever has better intelligence is the winner."

The strategy—at least in the short run—is working. The dramatic decline in the number of suicide operations since last spring is proof enough. "Tactically, we are doing everything we can," a senior officer involved in the framing of this policy told me, "and we have managed to prevent eighty percent of all attempts." Another officer said, "We are now bringing the war to them. We do it so that we fight the war in their homes rather than in our homes. We try to make certain that we fight on their ground, where we can have the maximum advantage." The goal of the IDF, though, is not simply to fight in a manner that plays to its strength; the goal is to actively shrink the time and space in which the suicide bombers and their operational commanders, logisticians, and handlers function—to stop them before they can cross the Green Line, by threatening their personal safety and putting them on the defensive.

Citizens in Israel, as in America, have a fundamental expectation that their government and its military and security forces will protect and defend them. Soldiers are expected to die, if necessary, in order to discharge this responsibility. As one senior IDF commander put it, "It is better for the IDF to bear the brunt of these attacks than Israeli civilians. The IDF is better prepared, protected, educated." Thus security in Israel means to the IDF an almost indefinite deployment in the West Bank—a state of ongoing low-level war. For Palestinian civilians it means no respite from roadblocks and identity checks, cordon-and-search operations, lightning snatch-and-grabs, bombing raids, helicopter strikes, ground attacks, and other countermeasures that have turned densely populated civilian areas into war zones.

Many Israelis do not relish involvement in this protracted war of attrition, but even more of them accept that there is no alternative. "Israel's ability to stand fast indefinitely is a tremendous advantage," says Dan Schueftan, an Israeli strategist and military thinker who teaches at Haifa University, "since the suicide bombers believe that time is on their side. It imposes a strain on the army, yes, but this is what the army is for." Indeed, no Israeli with whom I spoke on this visit doubted that the IDF's continued heavy presence in the West Bank was directly responsible for the drop in the number of suicide bombings. And I encountered very few who favored withdrawing the IDF from the West Bank. This view cut across ideological and demographic lines. As we dined one evening at Matza, which has been rebuilt, a centrist graduate student at Haifa University named Uzi Nisim told me that Palestinian terrorists "will have the power to hit us, to hurt us, once [the IDF] withdraws from Jenin and elsewhere on the West Bank." Ami Pedahzur, of Haifa University, who is a leftist, agreed. He said, "There is widespread recognition in Israel that this is the only way to stop terrorism." I later heard the same thing from a South African couple, relatively new immigrants to Israel who are active in a variety of human-rights endeavors. "Just the other day," the husband told me, "even my wife said, 'Thank God we have Sharon. Otherwise I wouldn't feel safe going out.'"

Nevertheless, few Israelis believe that the current situation will lead to any improvement in Israeli-Palestinian relations over the long run. Dennis Zinn, the defense correspondent for Israel's Channel 1, told me, "Yes, there is a drop-off [in suicide bombings]. When you have bombs coming down on your heads, you can't carry out planning and suicide attacks. But that doesn't take away their motivation. It only increases it."

Given the relative ease and the strategic and tactical attraction of suicide bombing, it is perhaps no wonder that after a five-day visit to Israel last fall, Louis Anemone, the security chief of the New York Metropolitan Transit Authority, concluded that New Yorkers—and, by implication, other Americans—face the same threat. "This stuff is going to be imported over here," he declared—a prediction that Vice President Dick Cheney and FBI Director Robert Mueller had already made. In March, Secretary of Homeland Security Tom Ridge also referred to the threat, saying in an interview with Fox News that we have to "prepare for the inevitability" of suicide bombings in the United States. Anemone even argued that "today's terrorists appear to be using Israel as a testing ground to prepare for a sustained attack against the U.S." In fact, Palestinians had tried a suicide attack in New York four years before 9/11; their plans to bomb a Brooklyn subway station were foiled only because an informant told the police. When they were arrested, the terrorists were probably less than a day away from attacking: according to law-enforcement authorities, five bombs had been primed. "I wouldn't call them sophisticated," Howard Safir, the commissioner of police at the time, commented, "but they certainly were very dangerous." That suicide bombers don't need to be sophisticated is precisely what makes them so dangerous. All that's required is a willingness to kill and a willingness to die.

According to the Rand Corporation's chronology of worldwide terrorism, which begins in 1968 (the year acknowledged as marking the advent of modern international terrorism, whereby terrorists attack other countries or foreign targets in their own country), nearly two thirds of the 144 suicide bombings recorded have occurred in the past two years. No society, least of all the United States, can regard itself as immune from this threat. Israeli Foreign Minister Benjamin Netanyahu emphasized this point when he addressed the U.S. Congress nine days after 9/11. So did Dan Schueftan, the Israeli strategist, when I asked him if he thought suicide terrorism would come to America in a form similar to that seen in Israel this past year. He said, "It is an interesting comment that the terrorists make: we will finish defeating the Jews because they love life so much. Their goal is to bring misery and grief to people who have an arrogance of power. Who has this? The United States and Israel. Europe will suffer too. I don't think that it will happen in the U.S. on the magnitude we have seen it here, but I have no doubt that it will occur. We had the same discussion back in 1968, when El Al aircraft were hijacked and people said this is your problem, not ours."

The United States, of course, is not Israel. However much we may want to harden our hearts and our targets, the challenge goes far beyond fortifying a single national airline or corralling the enemy into a territory ringed by walls and barbed-wire fences that can be intensively monitored by our armed forces. But we can take precautions based on Israel's experience, and be confident that we are substantially reducing the threat of suicide terrorism here.



  • The police, the military, and intelligence agencies can take steps that work from the outside in, beginning far in time and distance from a potential attack and ending at the moment and the site of an actual attack. Although the importance of these steps is widely recognized, they have been implemented only unevenly across the United States.

  • Understand the terrorists' operational environment. Know their modus operandi and targeting patterns. Suicide bombers are rarely lone outlaws; they are preceded by long logistical trails. Focus not just on suspected bombers but on the infrastructure required to launch and sustain suicide-bombing campaigns. This is the essential spadework. It will be for naught, however, if concerted efforts are not made to circulate this information quickly and systematically among federal, state, and local authorities.

  • Develop strong, confidence-building ties with the communities from which terrorists are most likely to come, and mount communications campaigns to eradicate support from these communities. The most effective and useful intelligence comes from places where terrorists conceal themselves and seek to establish and hide their infrastructure. Law-enforcement officers should actively encourage and cultivate cooperation in a nonthreatening way.

  • Encourage businesses from which terrorists can obtain bomb-making components to alert authorities if they notice large purchases of, for example, ammonium nitrate fertilizer; pipes, batteries, and wires; or chemicals commonly used to fabricate explosives. Information about customers who simply inquire about any of these materials can also be extremely useful to the police.

  • Force terrorists to pay more attention to their own organizational security than to planning and carrying out attacks. The greatest benefit is in disrupting pre-attack operations. Given the highly fluid, international threat the United States faces, counterterrorism units, dedicated to identifying and targeting the intelligence-gathering and reconnaissance activities of terrorist organizations, should be established here within existing law-enforcement agencies. These units should be especially aware of places where organizations frequently recruit new members and the bombers themselves, such as community centers, social clubs, schools, and religious institutions.

  • Make sure ordinary materials don't become shrapnel. Some steps to build up physical defenses were taken after 9/11—reinforcing park benches, erecting Jersey barriers around vulnerable buildings, and the like. More are needed, such as ensuring that windows on buses and subway cars are shatterproof, and that seats and other accoutrements are not easily dislodged or splintered. Israel has had to learn to examine every element of its public infrastructure. Israeli buses and bus shelters are austere for a reason.

  • Teach law-enforcement personnel what to do at the moment of an attack or an attempt. Prevention comes first from the cop on the beat, who will be forced to make instant life-and-death decisions affecting those nearby. Rigorous training is needed for identifying a potential suicide bomber, confronting a suspect, and responding and securing the area around the attack site in the event of an explosion. Is the officer authorized to take action on sighting a suspected bomber, or must a supervisor or special unit be called first? Policies and procedures must be established. In the aftermath of a blast the police must determine whether emergency medical crews and firefighters may enter the site; concerns about a follow-up attack can dictate that first responders be held back until the area is secured. The ability to make such lightning determinations requires training—and, tragically, experience. We can learn from foreign countries with long experience of suicide bombings, such as Israel and Sri Lanka, and also from our own responses in the past to other types of terrorist attacks.

America's enemies are marshaling their resources to continue the struggle that crystallized on 9/11. Exactly what shape that struggle will take remains to be seen. But a recruitment video reportedly circulated by al Qaeda as recently as spring of last year may provide some important clues. The seven-minute tape, seized from an al Qaeda member by U.S. authorities, extols the virtues of martyrdom and solicits recruits to Osama bin Laden's cause. It depicts scenes of jihadists in combat, followed by the successive images of twenty-seven martyrs with their names, where they were from, and where they died. Twelve of the martyrs are featured in a concluding segment with voice-over that says, "They rejoice in the bounty provided by Allah. And with regard to those left behind who have not yet joined them in their bliss, the martyrs glory in the fact that on them is no fear, nor have they cause to grieve." The video closes with a message of greeting from the Black Banner Center for Islamic Information.

The greatest military onslaught in history against a terrorist group crushed the infrastructure of al Qaeda in Afghanistan, depriving it of training camps, operational bases, and command-and-control headquarters; killing and wounding many of its leaders and fighters; and dispersing the survivors. Yet this group still actively seeks to rally its forces and attract recruits. Ayman Zawahiri, bin Laden's chief lieutenant, laid out a list of terrorist principles in his book, Knights Under the Prophet's Banner (2001), prominent among them the need for al Qaeda to "move the battle to the enemy's ground to burn the hands of those who ignite fire in our countries." He also mentioned "the need to concentrate on the method of martyrdom operations as the most successful way of inflicting damage against the opponent and the least costly to the mujahideen in terms of casualties." That martyrdom is highlighted in the recruitment video strongly suggests that suicide attacks will continue to be a primary instrument in al Qaeda's war against—and perhaps in—the United States. Suleiman Abu Gheith, al Qaeda's chief spokesman, has said as much. In rhetoric disturbingly reminiscent of the way that Palestinian terrorists describe their inevitable triumph over Israel, Abu Gheith declared, "Those youths that destroyed Americans with their planes, they did a good deed. There are thousands more young followers who look forward to death like Americans look forward to living."

Time to Pull Out. And Not Just From Iraq.

American foreign policy should be guided by two general principles: the first is advancing our security and political interests; the second is encouraging prosperity and responsive government for all people. It may be that with our encouragement and example, many countries will choose to adopt democracy and a market economy, presumably adapted to their own culture. Of course, others will follow a very different road for some time, perhaps indefinitely, as ethnic differences, poverty and historical and religious traditions affect and constrain choices.

America embarks on an especially perilous course, however, when it actively attempts to establish a government based on our values in another part of the world. It is one matter to adopt a foreign policy that encourages democratic values; it is quite another to believe it just or practical to achieve such results on the ground with military forces. This is true whether we are acting alone, as is largely the case in Iraq, or as part of an international coalition.

It seems that many in the Bush administration believed that an invasion to topple Saddam Hussein would result in a near spontaneous conversion of Iraq, and with luck much of the Middle East, to democracy. But the notion of intervening in foreign countries to build a society of our preference is not just a Republican or conservative failing. The corresponding Democratic or liberal failing is the view that America has a duty to intervene in foreign countries that egregiously violate human rights and a responsibility to oppose and, where possible, remove totalitarian heads of state. This Democratic rhetoric quickly moves from "peacekeeping" in a country torn by strife to "peacemaking" and to "nation-building."

The Clinton administration's intervention in Bosnia in the mid-1990's is an example of just such a failing: moving from an initial, laudable objective of stopping the Serbian "ethnic cleansing" of Bosnians to a fantastical goal of creating a "multiethnic" society with peaceful coexistence among three groups - Bosnian Muslims, Croats and Serbs - that have a history of enmity.

We should not shirk from quick military action for the purpose of saving lives that are in immediate danger. For example, the decision not to intervene early to prevent mass murder in Rwanda was a major failure. But we should not be lured into intervention that has as its driving purpose the replacement of despotic regimes with systems of government more like our own. It is not that the purpose is unworthy, but rather that it is unlikely to succeed.

Moreover, in trying to achieve regime change or nation-building, we tend to rely on military force rather than diplomacy, trade and economic assistance. The American military, the best in the world, is built to fight and win wars; we can ask the Marine Corps to defeat Republican Guard divisions or destroy rebel strongholds in Falluja, but maintaining local security, brokering political alliances and running local water systems, hospitals, power plants and schools are not major parts of its mission or training. Reshaping our military to take on the activities that the Pentagon euphemistically calls "stability and security" operations will come at a cost - both in terms of potentially compromising the war-fighting capacity of our troops and in diverting the resources needed to support the civic action that underlies nation-building.

If we want to influence the behavior of nations, we would be better served by combining diplomacy with our considerable economic strength. Even North Korea saw the advantages, for a period of time, of constraining (albeit selectively and temporarily) its nuclear weapons activities for the economic benefits that accompanied the "agreed framework" of 1994. More recently, Libya backed off its secret pursuit of weapons of mass destruction, apparently on the sole expectation of economic benefit. The demise of the apartheid regime in South Africa after an embargo showed what sometimes can be done by collective economic action.

So where does that leave us on Iraq? There is a widespread view, even among many who opposed the invasion, that we have a responsibility to keep our troops in place until certain minimum conditions are achieved: some degree of security for the Iraqi people; a reasonable start on stable and representative self-government; and partial reconstruction of the civilian infrastructure. Prompt withdrawal is considered unthinkable by most Republicans and Democrats, because it is difficult to envision a pullout that leaves a peaceful Iraq in its wake and doesn't invite further unrest in the region.

So the expectation is that we will be in Iraq for several more years, perhaps with a somewhat reduced presence, but spending considerable money (more than $1 billion per week) and sacrificing lives ( one dozen to two dozen deaths and serious casualties per week), while working to achieve those minimum objectives required for withdrawal.

THIS conventional view, however, ignores two important questions. The first is, how much are American interests in the Arab world being harmed by our continued presence in Iraq? Second, how much does the United States' presence in Iraq reduce our ability to deal with other important security challenges, notably those posed by North Korea, Iran and international terrorism? Those who argue that we should "stay the course" because an early withdrawal from Iraq would hurt America's global credibility must consider the possibility that we will fail in our objectives in Iraq and suffer an even worse loss of credibility down the road.

I do not believe that we are making progress on any of our key objectives in Iraq. There may be days when security seems somewhat improved or when the Iraqi government appears to be functioning better, but the underlying destabilizing effect of the insurgency is undiminished. When, after the fall of Baghdad, the decision was taken to disband the Iraqi Army, an impossible security situation was created: a combination of hostile ethnic factions supported by demobilized, but armed, military and security units with surrounding nations actively supporting them.

The insurgency cannot be overcome easily by either United States military forces or immature Iraqi security forces. Nor would the situation be eased even if, improbably, the United Nations, NATO, our European allies and Japan choose to become seriously involved.

Our best strategy now is a prompt withdrawal plan consisting of clearly defined political, military and economic elements. Politically, the United States should declare its intention to remove its troops and urge the Iraqi government and its neighbors to recognize the common regional interest in allowing Iraq to evolve peacefully and without external intervention. The first Iraqi election under the permanent constitution, planned for Dec. 15, is an appropriate date for beginning the pullout.

Militarily, we should establish a timetable for reducing the scope of operations that has enough flexibility so as not to provide a tactical advantage to insurgents. We should also plan on continuing measures like no-flight zones, border surveillance, training for Iraqi security forces, intelligence collection and maintenance of a regional quick-reaction force.

Economically, we should define what amount of assistance we are prepared to extend to Iraq as long as it stays on a peaceful path. It would be best if this aid was but one facet of a broader set of economic initiatives to benefit Arab states that advance our interests.

Of course, these measures cannot guarantee a secure and democratic Iraq free of external domination. But they could be first steps of a strategy to pursue America's true long-term interests in the Middle East and the Persian Gulf.

On July 9, 2005, I attached the following prefatory remarks to a shocking Op-Ed piece in the NYTimes by Robert Pape about terrorism and terrorists today:

I cannot get the image of W holding hands with the Saudi prince out of my mind. Would Churchill have embraced Hitler? Would FDR have held hands with Hirohito? I am ashamed. More than 15,000 of our volunteer troops have died in Iraq. The vast majority of the insurgent enemy in Iraq are not Iraqis. The vast majority of insurgents (and terrorists) are Saudis. That's right. Citizens of the kingdom whose leader W holds by the hand at the Crawford ranch. Excuse me while I go vomit. The Big Lie is alive and well and it can be found in the bullshit (See the book that has been on the NYTimes bestseller list for 16 weeks: On Bullshit by Harry G. Frankfurt.) that W and his cronies spout. If this is the (fair & balanced) truth, so be it.

I believe that you have one too many zeroes. The number is over 1,500 American troops have died. Hell, if it were 15,000 the University of Wisconsin would have radicals blowing up research buildings like in 1970. . . !


My chum in WI is exactly correct. According to CNN, the number of dead in W's Folly (aka Rummyworld, thanks to Garry Trudeau's "Doonesbury") is now 1,943 coalition troop deaths, 1,755 Americans, 90 Britons, 13 Bulgarians, one Dane, two Dutch, two Estonians, one Hungarian, 25 Italians, one Kazakh, one Latvian, 17 Poles, one Salvadoran, three Slovaks, 11 Spaniards, two Thai and 18 Ukrainians in the war in Iraq as of July 12, 2005. The Iraqi civilian casualty estimates range from 22,000+ to 25,000+ and WE ARE NO SAFER TODAY THAN WE WERE WHEN THE TROOPS WENT IN.

Sapper's (Fair & Balanced) Rants & Raves regrets the error; 1500 U.S. casualties, not 15,000. Perhaps the rage induced by the thought of W holding hands with the leader of the REAL source of terrorists and terrorism created a horrible premonition of the 15,000th coffin passing through DOver AFB for burial in the States. If this is (fair & balanced) righteous anger, so be it.

First there was Deep Throat — a source of leaks that brought down a president who was complicit in a coverup — and now we have Turd Blossom. The latter fragrantly nicknamed (By which Godly president?) high level government official is Karl Rove. If the special prosecutor doesn't send Karl up the river, there is no justice in Mudville. Read the federal law protecting covert CIA personnel. Scott McClellan looked and sounded a lot like Ron Ziegler yesterday. I would bet dollars to doughnuts that Turd Blossom ran his leak by W before TB attempted to discredit Ambassador Joseph Wilson with the press. If this is (fair & balanced) eager anticipation, so be it.

Whoever, having or having had authorized access to classified information that identifies a covert agent, intentionally discloses any information identifying such covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such covert agent and that the United States is taking affirmative measures to conceal such covert agent’s intelligence relationship to the United States, shall be fined under title 18 or imprisoned not more than ten years, or both.

(b) Disclosure of information by persons who learn identity of covert agents as result of having access to classified information

Whoever, as a result of having authorized access to classified information, learns the identify of a covert agent and intentionally discloses any information identifying such covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such covert agent and that the United States is taking affirmative measures to conceal such covert agent’s intelligence relationship to the United States, shall be fined under title 18 or imprisoned not more than five years, or both.

(c) Disclosure of information by persons in course of pattern of activities intended to identify and expose covert agents

Whoever, in the course of a pattern of activities intended to identify and expose covert agents and with reason to believe that such activities would impair or impede the foreign intelligence activities of the United States, discloses any information that identifies an individual as a covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such individual and that the United States is taking affirmative measures to conceal such individual’s classified intelligence relationship to the United States, shall be fined under title 18 or imprisoned not more than three years, or both.

(d) Imposition of consecutive sentences

A term of imprisonment imposed under this section shall be consecutive to any other sentence of imprisonment.

Onward Deist Soldiers?

A month ago, I came face to face with the Protestant Right. I was introduced to a member of a "Bible church" in a neighboring community. The fellow asked what work I had done. When I replied that I had taught U.S. history at the Collegium for 32 years before moving to Geezerville, the evangelical man said that I must be aware of the distortion of "our history" in current textbooks. When I asked for a specific example, I was told that the Founding Fathers were Christians and current teaching suppressed this historical truth. I had read the works of Jon Butler, Gary B. Nash, and Merrill D. Peterson and all of these respected historians are adamant that the Founding Fathers were not Christians. However, did I speak truth to this evangelical nonsense? No. The Protestant Right is in full cry these days. Evolution is under attack by both Protestants and Roman Catholics. Display of a religious monument on the Texas State Capitol grounds has been approved by the U.S. Supreme Court. Take care. If this is (fair & balanced) cravenness, so be it.

An Interview with Jon Butler: Was America Founded as a Christian Nation?

You hear it all the time from the right wing. The United States was founded as a Christian country. What do you make of that?

Well, first of all, it wasn't. The United States wasn't founded as a Christian country. Religion played very little role in the American Revolution and it played very little role in the making of the Constitution. That's largely because the Founding Fathers were on the whole deists who had a very abstract conception of God, whose view of God was not a God who acted in the world today and manipulated events in a way that actually changed the course of human history. Their view of religion was really a view that stressed ethics and morals rather than a direct divine intervention.

And when you use the term deists, define that. What does that mean?

A deist means someone who believes in the existence of God or a God, the God who sets the world into being, lays down moral and ethical principals and then charges men and women with living lives according to those principles but does not intervene in the world on a daily basis.

Let's go through some of them. George Washington?

George Washington was a man for whom if you were to look at his writings, you would be very hard pressed to find any deep, personal involvement with religion. Washington thought religion was important for the culture and he thought religion was important for soldiers largely because he hoped it would instill good discipline, though he was often bitterly disappointed by the discipline that it did or didn't instill.

And he thought that society needed religion. But he was not a pious man himself. That is, he wasn't someone who was given to daily Bible reading. He wasn't someone who was evangelical. He simply was a believer. It's fair, perfectly fair, to describe Washington as a believer but not as someone whose daily behavior, whose political life, whose principles are so deeply infected by religion that you would have felt it if you were talking to him.

Thomas Jefferson?

Well, Jefferson's interesting because recently evangelicals, some evangelicals, have tried to make Jefferson out as an evangelical. Jefferson actually was deeply interested in the question of religion and morals and it's why Jefferson, particularly in his later years, developed a notebook of Jesus' sayings that he found morally and ethically interesting. It's now long since been published and is sometimes called, The Jefferson Bible. But Jefferson had real trouble with the Divinity of Christ and he had real trouble with the description of various events mentioned in both the New and the Old Testament so that he was an enlightened skeptic who was profoundly interested in the figure of Christ as a human being and as an ethical teacher. But he was not religious in any modern meaning of that word or any eighteenth century meaning of that word. He wasn't a regular church goer and he never affiliated himself with a religious denomination--unlike Washington who actually did. He was an Episcopalian. Jefferson, however, was interested in morals and ethics and thought that morals and ethics were important but that's different than saying religion is important because morals and ethics can come from many sources other than religion and Jefferson knew that and understood that.

Where does he stand on Christ exactly?

Jefferson rejected the divinity of Christ, but he believed that Christ was a deeply interesting and profoundly important moral or ethical teacher and it was in Christ's moral and ethical teachings that Jefferson was particularly interested. And so that's what attracted him to the figure of Christ was the moral and ethical teachings as described in the New Testament. But he was not an evangelical and he was not a deeply pious individual.

Let's move on to Benjamin Franklin.

Benjamin Franklin was even less religious than Washington and Jefferson. Franklin was an egotist. Franklin was someone who believed far more in himself than he could possibly have believed have believed in the divinity of Christ, which he didn't. He believed in such things as the transmigration of souls. That is that human, that humans came into being in another existence and he may have had occult beliefs. He was a Mason who was deeply interested in Masonic secrets and there are some signs that Franklin believed in the mysteries of Occultism though he never really wrote much about it and never really said much about it. Franklin is another writer whom you can read all you want to read in the many published volumes of Franklin's writings and read very little about religion.

Where did the conservatives come up with this idea that the Founding Fathers were so religious?

Well, when they discuss the Founding Fathers or when individuals who are interested in stressing the role of religion in the period of the American Revolution discuss this subject, they often stress several characteristics. One is that it is absolutely true that many of the second level and third levels in the American Revolution were themselves church members and some of them were deeply involved in religion themselves.

It's also true that most Protestant clergymen at the time of the American Revolution, especially toward the end of the Revolution, very eagerly backed the Revolution. So there's a great deal of formal religious support for the American Revolution and that makes it appear as though this is a Christian nation or that religion had something to do with the coming of the Revolution, the texture of the Revolution, the making of the Revolution.

But I think that many historians will argue, and I think quite correctly, that the Revolution was a political event. It was centered in an understanding of what politics is and by that we mean secular politics, holding power. Who has authority? Why should they have authority? It wasn't centered in religious events. It wasn't centered in miracles. It wasn't centered in church disputes. There was some difficulty with the Anglican church but it was relatively minor and as an example all one needs to do is look at the Declaration of Independence. Neither in Jefferson's beautifully written opening statement in the Declaration nor in the long list of grievances against George the Third does religion figure in any important way anywhere. And the Declaration of Independence accurately summarizes the motivations of those who were back the American Revolution.

Some of the conservatives will say, well, but it does make a reference to nature's God and isn't that a bow to religion?

It is a bow to religion but it's hardly a bow to evangelicalism. Nature's God was the deist's God. Nature's God, When evangelicals discuss religion they mean to speak of the God of the Old and the New Testament not the God of nature. The God of nature is an almost secular God and in a certain way that actually makes the point that that's a deistical understanding of religion not a specifically Christian understanding of religion. To talk about nature's God is not to talk about the God of Christ.

John Patrick Diggins has advanced the argument that not only were the Founding Fathers not particularly religious but in fact they were deeply suspicious of religion because of the role that they saw religion played in old Europe, where they saw it not as cohesive but as divisive. Do you agree?

The answer is yes and the reason is very simple. The principal Founding Fathers — Washington, Jefferson, Adams, Franklin — were in fact deeply suspicious of a European pattern of governmental involvement in religion. They were deeply concerned about an involvement in religion because they saw government as corrupting religion. Ministers who were paid by the state and paid by the government didn't pay any attention to their parishes. They didn't care about their parishioners. They could have, they sold their parishes. They sold their jobs and brought in a hireling to do it and they wandered off to live somewhere else and they didn't need to pay attention to their parishioners because the parishioners weren't paying them. The state was paying them.

In addition, it corrupts the state. That is, it brings into government elements of politics and elements of religion that are less than desirable. The most important being coercion. When government is involved with religion in a positive way, the history that these men saw was a history of coercion and a history of coercion meant a history of physical coercion and it meant ultimately warfare. Most of the wars from 1300 to 1800 had been religious wars and the wars that these men knew about in particular were the wars of religion that were fought over the Reformation in which Catholics and Protestants slaughtered each other, stuffed Bibles into the slit stomachs of dead soldiers so that they would eat, literally eat, their words, eat the words of an alien Bible and die with those words in their stomachs. This was the world of government involvement with religion that these men knew and a world they wanted to reject.

To create the United States meant to create a new nation free from those old attachments and that's what they created in 1776 and that's what they perfected in 1789 with the coming of the federal government. And thus it's not an accident that the First Amendment deals with religion. It doesn't just deal with Christianity. It deals with religion with a small "r" meaning all things religious.

What about the conservatives' belief that we need to go back to the religion of the Founding Fathers?

If we went back to the religion of the Founding Fathers we would go back to deism. If we picked up modern religion, it's not the religion of the Founding Fathers. Indeed, we are probably more religious than the society that created the American Revolution. There are a number of ways to think about that. Sixty percent of Americans belong to churches today, 20 percent belonged in 1776. And if we count slaves, for example, it probably reduces the figure to 10 percent of the society that belonged to any kind of religious organization.

Modern Americans probably know more about religious doctrine in general, Christianity, Protestantism, Catholicism, Judaism, than most Americans did in 1776. I would argue that America in the 1990s is a far more deeply religious society, whose politics is more driven by religion, than it was in 1776. So those who want to go back would be going back to a much more profoundly secular society.

What do you make of the politicians who take the opposite point of view. It must make you go crazy.

It doesn't make me go crazy. It makes me feel sad because it's inaccurate. It's not a historically accurate view of American society. It's a very useful view because many modern men and women are driven by a jeremiad, that is jeremiad lamenting the conditions in the wilderness. We tend to feel bad when we hear that we are not as religious as our fathers or our grandfathers or our great grandfathers and that spurs many of us on to greater religious activity. Unfortunately in this case the jeremiad simply isn't true. And I don't think that those who insist it is true would really want to go back to the kind of society that existed on thee eve of the American Revolution.

Americans do become religious in the nineteenth century, don't they? That's what you say in your book.

The American Revolution created the basis for new uses of religion in a new society and that was conveyed in the lesson taught by the First Amendment. If government was no longer going to be supporting religion how was religion going to support itself? It would have to support itself by its own means. Through its own measures. It would have to generate its measures. And this is what every one of the churches began to do. As soon as religion dropped out of the state and the state dropped out of religion, the churches began fending for themselves. And they discovered that in fending for themselves that their contributions were going up, they were producing more newspapers, more tracts, they were beginning to circulate those tracts, they created a national religious economy long before there was a secular economy. You could trade more actively in religious goods than you could in other kinds in the United States in 1805 or 1810.

What happened in the United States is that the churches actually benefited from this separation of church and state that was dictated by the First Amendment. In addition to which America became kind of a spiritual hothouse in the nineteenth century. Not only did the quantity off religion go up but so did the proliferation of doctrine. There became new religions--the Mormons, the spiritualists--all created in the United States. New religious groups that no one had ever heard of before, that had never existed anywhere else in western society than in the United States.

The Founding Fathers WERE NOT Devout Christians!

We live in terrifying times. The Roman Catholic Church is about to denounce the theory of evolution. Can the Inquisition be far behind? In this country, the Religious Right is seeking to overthrow the secular institutions that hold them at bay. Theodore Roosevelt called Thomas Paine — Deist author of Common Sense and The Rights of Man — "that dirty, little atheist." Recently, we have the sight of Jeb Bush pandering to the Religious Right in Florida by ordering a criminal investigation of Michael Schiavo. According to Governor Bush, the husband of the late vegetable — Terri Schiavo — should be investigated for criminal behavior or negligence in the events surrounding the poor woman's stroke. This morning's fishwrap contained a small item that the Florida Attorney General found no untoward behavior on Michael Schiavo's part. Damn, there could have been a good lynchin' in the Sunshine State. If this is (fair & balanced) religiosity, so be it.

Founders sought freedom of faith in new nation

The great majority of Americans today embrace Christianity. Nevertheless, Independence Day that we celebrate on Monday did not give birth to a Christian nation. The founders created an experiment in heretofore unheard-of religious freedom.

Thomas Jefferson, principal author of the Declaration of Independence, was not Christian. He and many of the founding fathers were 18th-century rationalists who embraced a kind of deism, at best a natural, nonsupernatural Christian heresy.

Rather than endorse a religion, the founders sought to protect their fledgling nation from all religious influence. They were painfully aware of the wicked role Christianity played for centuries in Europe. They knew their forefathers had come to this country in the 17th century to escape the religious-political complex of the Old Country that persecuted those who did not conform to the established faith; Catholic in some countries, Protestant in others.

Jefferson and many of his contemporaries did believe in God, but few of today's Christians would recognize their deist deity. Deists believe in one Supreme Being who set creation in motion and then made himself scarce. They are skeptical of miracles. They reject any idea of a God who is involved with his creation. They deny the revelation of Scripture, eyeing that book simply as a superb moral document.

Jefferson did not accept the orthodox teaching of the role of Jesus as savior in Christianity. He wrote his own Bible and threw out what Christians call the Old Testament. He deleted from the New Testament all verses that referred to the supernatural. His Bible is a simple moral code filled with the teaching and parables of Jesus. It ends with Jesus' burial. He included no account of the resurrection, the formative event of Christianity.

James Madison, Benjamin Franklin, Thomas Paine, Ethan Allen and others insisted that God was a pillar of the new nation, but they understood God in a vastly different way than most people do today.

The founders believed in a God that neither Jews, Christians nor Muslims would today recognize. Their understanding of Jesus was skewed from both that of the early church and contemporary faith.

Those extraordinary men fashioned a remarkable nation that acknowledged God, without name, definition, limit or identity, as the creator, the author of human rights and the source of all good things.

The result is not so much a Christian nation as a marvelous opportunity for the unfettered practice of any and all religious faith. That's worth celebrating.
